CGISA CEO, Stephen Sadie, appeared on Newzroom Afrika on the evening of 26 July 2025 to discuss the ongoing service delivery challenges in the 13 municipal-owned entities falling under the City of Johannesburg.

These include entities such as City Power, Joburg Water, and Joburg Roads Agency. The gap between the remuneration of senior officials and actual service delivery is vast. Residents have experienced electricity outages, water shortages, and malfunctioning robots and potholes. Despite these persistent issues, the CEO highlighted that CEOs at utilities Joburg Water and Joburg Roads Agency received performance bonuses, a concerning sign that the boards overseeing these entities may be out of touch with the lived reality of residents.

Municipal governance remains a key challenge for South Africa.
