In an interview on SABC News on 7 May 2026 with Unathi Batyashe, CGISA CEO Stephen Sadie unpacked the governance issues around the financial management concerns of the City of Johannesburg following Finance Minister Enoch Godongwana’s firm warning regarding the City’s financial position.
Stephen Sadie noted that the reported R21 billion shortfall has been driven by financial mismanagement, including unauthorised, irregular, fruitless and wasteful expenditure. Adding to this is the delayed audit with the Auditor General raising serious concerns. He further highlighted the knock-on effect this has had on service delivery and infrastructure maintenance, with infrastructure degradation having taken place over a number of years.
The discussion further explored the need for sound governance with a high calibre of leadership that is both accountable and ethically grounded to serve the residents of Johannesburg.
